1. telephoned to say that the Director wanted to finish renovations
in Central, East, and South Buildings as rapidly as possible. (At the Deputies'
Meeting on Tuesday, 10 April, the Director asked about occupancy of these buildings
and advised me to expedite this action. He said that we were not completely in the
clear as far as the Counter-Insurgency School was concerned, and that there were
many other people who had their eyes on this group of buildings.)
2. Emmett Echols, , and I had an hour-and-a-
25X1A half with General Carter on the xercise. I think we fairly well satisfied him that
(a) we have a manpower problem to solve, (b) our procedures are fair, and (c) the
people identified through these procedures are, in fact, of marginal value to the
Agency; and, finally, that the Agency must have the courage to stand up against
adverse criticism as we see this thing through. He has asked for a sheet on each
individual involved, giving particular information as to the maximum amount of
separation compensation which each might receive. (Emmett is preparing this.)
3. John Tietjen reported on his briefing for General Carter which he thought
went quite well. He was most favorably impressed with General Carter, who asked
John to give some thought to the question of whether our supervisors were, in fact,
facing up to their total responsibilities insofar as their employees were concerned
and what steps we might take to inculcate a further degree of awareness in this
field.
