1. advised me that both General Carter and the Director were
complaining about the number of security aides in the DCI reception area and the
unsatisfactory appearance of the area in general. I talked to Colonel Edwards about
this and instructed him that there are to be no more than two people in this area at
one time and that they are not to eat lunch at their desks. In general, they are
expected to keep this area in "show place" condition.
a. The purpose of their visit was to reassure themselves that we still
wanted completed as a matter of urgency. They requested that w
make no more changes in the building, that we designate priority areas which
we want finished ahead of others, and that we consider going on a six-day week
I assured Mr. - that our sense of urgency was as great as ever, that
we would make no more changes which would affect the construction schedule,
and that we would designate priority areas. I deferred making an implied
commitment with regard to the six-day week, multiple crews, overtime, etc.,
inasmuch as I felt that we must have the advice and, in fact, concurrence of
the Public Building Service before taking this action.
b. Mr, as most enthusiastic. He said that he saw no problem
in finishing the ui ng on schedule and that he would personally "ride herd"
on this contract until about 1 July at which time, I gather, he expects to be
appointed

d. At Mr. request I have arranged for a meeting at 10:00 a.m./

tect), PBS representatives, and representatives of the Office of Logistics and
NPIC.

on the IG staff. I told him that I did not know what Mr. Earman's reaction would be,
but I thought that this would be shortsighted for Mel inasmuch as he would have the

same problem all over again after serving a two- or three-year tour of duty. If he
has a job offer somewhere else which.is satisfactory to him, I think that he should
take it.
4. I met with Stan Beerli, and several of their representatives
to discuss the possibility of merging the DPD logistics system with that of the rest
of the Agency. It was obvious that DPD did not want to do this and had some reser-
vations about its priority. I took the position that I had been asked to explore this
by General Carter and that I did not wish to debate the merits of General Carter's
request. I proposed that Logistics and DPD each designate a representative to study
the problem in detail and to come up with recommendations. I designated
from Logistics, and I assume that DPD will designate
5. In connection with the above, I learned that has never been 25X1A9a
cleared for DPD special projects, and Mr. Garrison is still accepting responsibility
for these by a periodic briefing. I want to pursue this inasmuch as I feel strongly
that Mr. Garrison must rely on the Chief of Procurement Division to do this for him.
