1. Jack Earman was in to review with me his proposed inspection program for
1962. Included in it was a plan to study the arrangements which the Agency has set
up for advising female employees under twenty-one years of age as to places to
live, personal conduct, etc.

say goo - y. e is going to retire next month under the Agency's policy of volun-
tary retirement when eligible for a full annuity. He expects to continue working
elsewhere and has three possibilities lined up. One is with the Office of Civil and
Defense Mobilization, one with General Services Administration, and one with
Precision Instruments. I invited him to use me as a reference if he cared to do so,
25X1A9a and I asked to pave the way for him atOCW so that he could disclose
to appropriate people his Agency affiliation.
3. Bob Ayers, the Vice-President and General Manager of Government Services,
Inc., telephoned me today and again Tuesday morning, 15 May, to discuss GSA's
request that he open the North cafeteria for breakfast. He said that labor costs alone
would be $51 a day and that this certainly would be a losing proposition for him. I
told him that I was not too sympathetic with the requests of the GSA and other em-
ployees who were petitioning for this service but that I was certainly in no position
to say that they shouldn't have it. At the same time I was firm in my position that
we could not compromise our security practices in order to allow them in the South
cafeteria.
