1. I advised of the General Counsel's position that we
cannot adjust salary retroactively. I told Harry that this was of
no credit to any of us, that this matter had been badly handled, and that 25X1A5a1
had not made any refunds to the Agency which were required under his contract.
I said that I expected DPD to get busy without delay and make the necessary
collections.
2. Jack Earman telephoned me about the possibility of placing
in the Office of Operations where he would be double-slotted for not more than
two years. I undertook to look into this matter with Emmett Echols and Larry
Houston.
3. reported that DPD has not yet granted a clearance to Bill
_ and so it is impossible to proceed with an examination of the logistics
system.
4. telephoned to request permission to arrange with the
Atomic Energy Commission for a visit by the contractor doing our -feasi- 25X1A6d
bility study. I told him to go ahead.
