Shef Edwards and were in to brief me on the security respon- sibilities growing out of the agreement between CIA and the Department of Defense on overhead reconnaissance. We are going to have a very substantial security responsi- bility. (I believe that we should set up a supergrade position right away to "ride herd" on this. As soon as we can meet with Pete Scoville to get some idea as to how many people we will need, we should ask for the additional slots.) 2. I also talked with Shef Edwards and about our industrial security program in general. They felt that not only does the Logistics and DPD program need to be pulled together but also that we are vulnerable because other offices, notably Technical Services Division, Office of Scientific Intelligence, and National Photographic Interpretation Center, have extensive relationships with our contractors which pose security problems. (At a later date I want to request Security to make a study of this problem and to come up with their recommendations.) 25X1A5a1 25X1A9a 3. Matt Baird and were in to see me about the Course which would normall be held in October. There are three problems: a Will space be 25X1A2g available at (b) Will the Deputy Directors support senior people in 25X1A5a1 adequate numbers to make the course worth-while? (c) Do we want to continue with or would we be satisfied to have someone with a little less stature? We 25X1A2g decided that the space problem can be solved either at or at 25X1A6d We will query the Deputy Director (Intelligence) and the Deputy Director (Plans) as 25X1A9a to the desirability of running this course; and, if they will commit themselves to send 25X1A5a1 the proper people, we will go ahead with -. (I have asked Mr. to give me the DD/I position. Tentatively, he was most enthusiastic and wanted the 25X1A9a course. I talked to , who thought that DD/P might have difficulty in supplying adequate numbers of senior people but asked that I touch base with him again when we have reached other components.) 4. Matt Baird talked with me about the possibility of getting some extra money to replace a good deal of his classroom furniture. I told him that I certainly would like to do that and that it might be possible to give him some extra help from our year-end savings. Emmett Echols and Larry Houston have agreed that we can double-slot in the Office of Operations legitimately and without jeopardizing the surplus personnel program. I have approved of this action and have so advised Jack Earman. 6. Emmett Echols advised me that he was submitting a proposal which will abolish the Career Council and substitute something in its place at a slightly lower level, possibly to be called a Personnel Policy Board, and that the deliberations of the Personnel Policy Board would be submitted to the Executive Committee for final approval.. I told him I liked this concept and looked forward to seeing his paper. 7. I discussed with Emmett Echols and of the Foreign Documents Division, 00, the possibility of employing in FDD a blind typist who would transcribe from tapes. Mr. -told me that this job would be in a restricted area and that the typist would be working largely with classified material. Although I am anxious to find jobs for the physically handicapped, the blind person in a security situation does pose a problem, and I have asked Emmett Echols to see if he can work out something with FDD to have the blind person work in their unclassified activity. 8. I have asked Emmett Echols to start - on a new study of our super- grade structure. 9. I had a series of discussions with Shef Edwards, Emmett Echols, Larry Houston, and Mr. Kirkpatrick about our Wxercise. In view of the fact that there seemed to be several eleventh-hour changes, I have asked that the paper be returned to Emmett Echols for review prior to getting the Director's signature. However, Larry Houston agreed with me that there was no legal reason why additional changes cannot be made by the Director after he has signed the original paper. 25X1A9a 25X1A9a 10. I advised that I would probably assign to the Office of Logistics at grade GS-14 on 1 June. Alan asked for forty-eight hours to come up with alternate recommendations, to which I agreed.
