Jack Earman advised me that he had decided to fill the administrative officer's position which he talked to us about with a grade GS-5, -6, or -7 and that he would deal directly with Personnel on this matter. 2. Jack Earman telephoned about turning down the job which he was offered in the Foreign Documents Division and said that, as far as he was concerned, this case was closed. 3. I talked to about the publicity in Sunday's paper (27 May) 25X1A6d concerning CIA occupancy of He felt that 25X1A9a 25X1A6a 25X1A9a we should keep very quiet about this and that, unless the matter gets further pub- licity, we can go ahead and move in with the coyer story originally planned. 4. advised me that the Director would go to the Far East from Seattle on une, return in to Washin ton D. C. on or about 17 June. He plans to visit Saigon, He will be traveling 0 b err Air Force lane and will be accompanied by Dick Helms, Ting Sheldon, (Security aide), and possibly Mike Forrestal of the White ouse. 5. I conferred by telephone with Messrs. of the 25X1A9a LOA 1/-\D d I Public Buildings Service about Mr. Mr. 25X1A5a1 originally declined to accept anything less than $400,000,, whereas the Public Buildings Service had originally offered $335,000. As of now, PBS has offered $360,000, and 25X1A5a1 Mr. said he would take nothing less than $375,000. They wanted my views as to w ether they should give him $375,000 or stand on $360,000, taking the chance that he might slow down construction and appeal to the Administrator. It was my impression that if he did appeal to the Administrator he would get the 25X1A5a1 $375,000 which he demanded. I told Messrs. that I thought the decision was theirs but that I would support t em tote best of my ability in whatever decision they made. I did say, however, that $15,000 was not very much in consideration of tthat, if I were making the decision, I would be 25X1A5a1 inclined to give Mr. $375,000, stop all the argument, and get on with the 'ob. It was my impression that this was what they would do. (I have filled in 25X1A5a1 on this matter.) He said that Mr. oss was considering the possibility of asking everyone to defer year-end expenditures in order to finance certain high priority projects. I gathered that Pete Scoville for some reason already obligated one million dollars which he did not have. I told John that I expected to have my "ducks in a row" in about twenty-four hours. (It is urgent that we get our money obligated or else we are likely to lose it to someone else.) 7. Emmett Echols requested my permission for recruiters to carry a photo- graph album showing pictures of our new building and certain working conditions therein. I approved of this. 8. told me that General Carter had criticized for the second time the lack of care of the interior court of the building. 9. I talked to who reported that he has an excellent opportunity for a job with the Post Office Department. He will have an interview with a key man tomorrow. I asked him to call me after the interview. 10. Dr. Tietjen was in to brief me on his trip to the Far East in response to 25X1A6a an urgent request from them station inolving our doctors. As a result of this trip, Dr. Tietjen concluded that there had been no flagrant misuse of narcotics; however, he was not too happy about the way in which records were kept and the lack of respect for the use of narcotics generally. He also concluded that Dr. 25X1A9a ~.ad been wrong in trying to care for his own family and that he and his family should be brought home. (They are en route.)
