1. I met with Jim Garrison,
to discuss the division of responsibility between the Offices of Security an
Logistics for safety. I believe that our old regulations on this subject may be
outmoded since they `V 3 the responsibility to the Office of Security. The
shipment of explosives, etc., has long since outgrown the capability of one
or two safety men to inspect them. I believe strongly, therefore, that the
Office of Security should have full staff responsibility; but the Office of Logistics
or whatever component is engaged in the shipment of explosives must accept
the full line responsibility. I have requested that the regulations be redrafted
along these lines.
2. I took General Carter to the Static Display, and he seemed very pleased
with the progress made to date.
