I remember that she had worked as an employee STATSPEC several years ago when I was the Chief of that service. Apparently she was discharged from the Agency for psychiatric reasons and became eligible for a disability retirement. She said, however, that she is not psychiatrically disabled 25X1A9a and wants to get the record strai htened. She asked me if I had heard from Mr. who, according to is stationed in_ I told her I had 25X1A6a 25X1A9a not and had heard nothing of her case. I did say, however, that if she chose to write to me I would certainly look into her case and 'she would hear from me regarding it. 2. I had a very frank, friendly, and quite satisfactory talk with I told him that I tried to take an interest in all of the senior people in the DD/S area and upon the occasion of his assignment to the Office of Training I had carefully reviewed his file. I pointed out that, while there were many complimentary remarks in the file concerning his intellectual knowledge of operations, etc., almost without fail each of his efficiency reports referred in varying degrees to his inability to deal effectively with people. I said that I thought, regardless of his other abilities, his value as a staff officer in many cases would depend upon his ability to deal with people and that, unless he can do so effectively, he cannot take the load from his line supervisor, who has every right to expect this. I tol hat I had approved of his assignment as Chief of the Planning Staff, OTR, with some reluctance, although I would certainly have welcomed him into the Office of Training as an instructor. I encouraged him to review his file and fitness reports because I thought the consistent theme which I had pointed out would become apparent to him. I further emphasized my strong support for and belief in management training for our senior people and ur o work hard to improve his handling of people in administrative situations. Dr said that he had never reviewed his fitness reports and that he certainly wou o so. He also said that in his entire experience in CIA he had never had such a conversation with any supervisor and that he appreciated my doing this very much. I told him that I hoped he would have a successful, profitable, and interesting tour in OTR. (I have advised Matt Baird of the substance of this conversation.)
