1. I have designated Ito consult with the Defense Intelligence 25X1A9A
Agency Committee to study ULN career Development.

2. At the Deputies' Meeting this morning:
a. I advised the Director of a request from GSA to bring a writer
to the new building. The Director disapproved, and I advised Charlie
Palmer of the Public Buildings Service immediately after the meeting.
b. Bob Amory announced that this would be his last week in the
Agency and that he would be assuming duties as the Chief, International
Organizations, Bureau of the Budget, next week. The Director expressed
his regret at Bob's departure.
c. Mr. Kirkpatrick announced that the Reorganization Committee
expected to have its final report in final draft today and to meet with the
Director on Wednesday, 28 March, to consider it. The Director asked
him not to finalize the report until he had a chance to discuss it with the
Committee. He also said that he thought each Deputy should have an op-
portunity to see and read the entire report.
d. Bob Amory announced that Dr. Wheelon, now with Scientific
Technical Laboratories, had been hired as the new Assistant Director
for Scientific Intelligence. He will be coming aboard the end of May.
e. The Director asked me to have some braces put on the confer-
ence tables in his Conference Room and the USIB Conference Room.

3. Shef Edwards and several of his Staff were in to talk with me about the in-
creased workload which may be placed upon them by the agreement which the Director
appears about to make with of the National Reconnaissance Office. Appar-
ently, the Director feels that CIA should control the security aSM.all of these fancy new
sensitive projects. However, I talked to Dr. Scoville who said that he thought the Di-
rector merely felt we should control security o, those projects for which CIA had
primary responsibility. This may well throw a substantial increased workload on the
Office of Security; however, I told Shef that there was nothing we could do about this
until we knew what the requirements were.
