I talked with Jim Garrison about the Arcade Sunshine Building and told him not

to put anymore pressure on the General Services Administration until the first of next
week at which time I hope to have a better idea as to whether the Photographic Intelligence
Center is actually going to expand on the scale which was previously contemplated.

3. I asked to review again the request that we detail to the
National Security Agency an electronics engineer to take care of the KY-5 which the Office
of Scientific Intelligence wants installed. He will make his recommendations to me in a
day or two.
4. Matt Baird advised me that they had just received an estimate of $120,000 from
th o develop language tests for us. Inasmuch as many other
Agencies in the Government will benefit from these tests, Matt feels that they should con-
tribute. However, they do not seem to be very enthusiastic about doing so. I told him to
go ahead and try to obtain contributions and to get himself in a position to move fast late
in the Fiscal Year if, in fact, we do decide to go forward with this project. 25X1A9a
5. Gordon Stewart, gave me a statistical presenta-
tion on the age and grade structure for the Administration and Security Career Services.
I was very much impressed with their presentation and feel that it is a service which
should be rendered for all of the Career Services. I will mention this at my Staff Meeting
on Wednesday and arrange for a presentation to the DD/S Office Heads on 1 June.
6. John Tietjen talked to me about sending a letter to the eR5X1A
pressing our appreciation for their cooperation in developing a dehydrated ra ion. I told
him I thought that the Director would be glad to sign this. Another problem which he has
is how to pay =for some packaging equipment which they would have to set up if
we ordered some o t ese rations injquantity. I told him that I foresaw no problem in this
and that we could solve it through normal contracting procedures if and when we actually
decided to place an order.
7. Gordon Stewart telephoned to express some reservation as to whether he should
go to-next week. In view of the fact that it will be important to build up Emmett

9. At the Management Briefing today:

a. told me that the Telephone Section of the Office
of Logistics is going to have to have an increase of eight people. Only one
of this number is required because of the satellite switchboard arrangement
for the new building and the other seven are required to take care of the
normal workload. I put quite a bit of pressure on Lucile, since she has
been in Logistics for almost a year, to tell me where I was going to make
compensating cuts. She believes that there may be savings as a result of
organizational changes which she eventually expects to propose; however,
she cannot identify them now. It was interesting to hear her say that her
hunch was that Printing Services Division was the softest spot in Logistics
as far as strength is concerned at this particular time. This is in contrast
to their position of about two years ago following a complete survey of PSD
workload.

b, alled my attention to the fact that there are now
some 293 thermofax or similar reproduction machines in the Agency as
compared to approximately 150 a year ago. This raises the question in my
mind as to whether there should not be some control over requisitions for
this type of equipment. At the moment PSD exercises whatever control is
usually necessary and the Management Staff is not brought into it at all. In
this connection, the Agency spent $l '3,000 last year for thermofax paper

10. I talked to Jim Garrison about PIC's re uisition for a $37,000 model audio
visual film card unit and a memorandum signed b saying that this
requisition had been cleared with the Management Staff which statement was not correct.
There is a question in my mind as to whether this piece of equipment should not be
brought under scrutiny and I have asked Jim to report to me on the status of the requisi-
tion.
11. I also talked to Jim Garrison about a PIC requisition for a Harris Printing Press
at a cost of some $17,000. I told him that I would like to have all of the facts on this with
complete justification as to whether this work could not be done in the Administration
Building Printing Reproduction Plant.

12. I discussed with the Inspector General's memorandum and
his general attitude toward Project Chief fo He will look into
this; but would certainly be reluctant to relieve ~ince he feels that he hao done
an excellent operational job in getting this base established and in operating condition.
We agreed, however, that the new base chief should be instructed very carefully before
he goes out in connection with the measures he should take to correct at least some of
the present unsatisfactory situations.
