1. Jim Garrison called to correct an impression given me by the Logistics Officer
25X1A6a at ~to the effect that we are going to store
25X1A6a there in addition to that at He assures me that there are no such plans
25X1A9a and that supplies will be limited to those necessary to meet their needs.
25X1A9a 2. I agreed with Ed Saunders that would replace on the
Headquarters Board of Survey effective 1 January 1959.
25X1A9a 3. and Messrs. were in to review the Audit
25X1A9a Report of Project MKULTRA. We concluded tat the Technical Services Staff was ad-
ministering this Project properly and that no further action on my part was necessary.
25X1A6a 4. George Carey telephoned to complain about a who, upon 25X1A9a
25X1A6a being examined had stated that he was going tc
25X1A9a George believes that is an employee of our 125X1A6a
told him that I would run this down and call him back.
25X1A6a 5. I met briefly with Messrs. Saunders and to discuss25X1A9a
the briefing which the President's Board of Consultants on Foreign Intelligence has re-
25X1A9a quested on 20 November 1958. I asked - to get together with the DD/P repre-
sentative and to consult me again as soon as an outline of the briefing was prepared.
6. With Mr. Dulles, General Cabell and others I lunched with Lyle Fisher, former
General Counsel in the Office of the Comptroller General, who is now retired and working
for the Martin Company in Baltimore. Mr. Fisher is most anxious to be of any assistance
he can.
25X1A9a 7. I discussed with General Cabell the request made by to have a
luncheon for the wives of senior people in the Office of Central Reference, using the Office
of National Estimates' luncheon as a precedent. After some discussion General Cabell
agreed with me that it would be best not to have such luncheons in the future. I have
25X1A9a notified and Shef Edwards.
25X1A9a 9. reported that the Bureau of the Budget had requested a briefing on cer-
25X1A2d2 tain aspects of Project - Apparently this comes about by reason of the fact that

the Project has terminated certain foreign nationals causing the Department of State to
take certain actions involving the expenditure of money. I don't quite understand all of
25X1A9a this but, in any case, is going to brief the Bureau. He also reported
that Mr. Scott Moore of the Bureau of the Budget had agreed that at least for the time
being he did not need to be briefed by the Agency on the I&NS problem in which Herman
25X1A9a - and the Director have been involved.
10. Jim Cunningham was in with a request to recruit an ex-employee,
25X1A9a to replace as Executive Officer at_ I told him that I was opposed 25X1A6a
to this unless we were unable to supply someone from those people already on board and
25X1A9a asked him to discuss the matter with
25X1A9a 11. advised me that he liked his new position very much and would
be perfectly willing to stay on in this capacity with the idea of becoming a Support "generalist"
25X1A6a rather than return to the Office of Communications and go to sometime next year 25X1A9a
I told him that I would like to discuss the matter with and that between
us we would try to decide what was best for his own career development. 25X1A9a
12. Ed Saunders reported some difficulty in collecting an advance from -
25X1A9a the advance having been made to Mr._when he and - accompanied the25XlA9a
25X1A9a Bureau of the Budget representatives on a tri to the Far East. Ed has pretty clear evidence
25X1A9a that in the course of their discussions Mr, nade some false official statements. Since
Ed will be leaving for Latin America on Monday, and in order to avoid bringing Bob into
25X1A9a this, I agreed that could bring the whole file to me as soon as it was in order.
