25X1 A9a I prepared for and attended with General Cabell, , Bob Amory, and
others the Budget Hearing at the Bureau of the Budget concerning our Fiscal Year 1960
Budget request. Among the significant points which the Bureau raised were:
a. whether or not we were too extravagant in our NIS Program. They
specifically doubted the wisdom of keeping political sections up to date.
b. the effectiveness of our Selection-Out Program.
c. an expression of great surprise that we were planning to ask for funds
for our auxiliary building during the next session of Congress.

d. an indication that getting our Reserve up to as well as
increasing our regular Budget would be a difficult problem inasmuch as the
e. whether or not we couldn't do more economic research such as that
done by~y our people within the Agency rather than go outside to have it
done.
f. whether or not the expenditures in the Western European area, parti-
cularly were too large.
g. failure to understand why we could not absorb the cost of our periodic
step increases.
There are several questions that remain to be discussed, but it was agreed that
this could be done by our respective staffs and that it would not be necessary for General
Cabell to appear again.
