1. telephoned to inquire about the status of our request for the re -
lease of . 4 ion from the Contingency Reserve for I told him that s025XlA2g
far as I knew the Director had not signed off on his most recent paper and that I would
suggest that he call the Director's Office and do what he could to get it approved.
3. I discussed with General Cabell the memorandum which Bob Macy proposes to
send to the FE Division in connection with his forthcoming trip to the Far East. He was
surprised that the DD/P was not sending along a representative and contacted Dick
25X1A9a - Dick still wanted to contest the Bureau's right to look into any aspect of opera-
tions but conceded that if he failed to win this battle he should send someone along. (At
25X1A9a Wednesday's Deputies' Meeting this whole matter was discussed again. The Director
was fairly philosophical about it and it was clear that he did not share the fears of
Messrs. Wisner and ~ Furthermore, as a practical matter he didn't seem to
think that it was feasible to stop the Bureau from looking at operations and believed that
inasmuch as they only had three people working on our budget there was not too much
damage they could do. In any case, as far as Macy's trip to the Far East is concerned
we are to go ahead with it. However, Mr. Dulles wants to see the group before they go
out and I have arranged this for Friday at 11:00 a.m.) 25X1A9a

4. I met with Mr Messrs.
25X1A2g of Project and Messrs. of the Office of Logistics in
25X1A2g connection with some procurement for greed generally that in this
particular procurement there was no real reason for having a classified contract which
would cause some delay but that it would be desirable to avoid any publicity. I, there-
fore, accepted responsibility for negotiating an unclassified contract with as many safe-
guards as possible built in to avoid publicity.

6. Shef Edwards reported that he had received fro small bust 25X1A9a
of Abraham Lincoln with a note expressing his appreciation for Shef's fairness, etc.,
in connection with his recent separation. In view of -mental condition Shef is 25X1A9a
afraid to send the gift back and suggested that he put it in his office where it would be -
come Agency property rather than his personal property. I approved and asked him
to advise General Cabell of this action,
