addition, the contractors will have to a ee to dismiss any individual whom we do
not wish to be employed on the site. ^ is somewhat concerned about this and
thinks that it may run up our contract price and cause trouble with the unions, etc.
However, I am convinced that we might be criticized if we don't do something along
these lines and believe that if we put forth the proper effort it can be done without
very much trouble on the part of the contractors.
7. I asked Shef Edwards to draft a paper for me setting forth a "Standard Op-
erating Procedure" on the role which the Office of Security plays in separation cases
in which security alone is not sufficient grounds for separation.
