The Director expressed his disappointment that the National. Secur- ity Agency had found it necessary to close down its operations for lack of electrical power, and in response to his question I assured him that we would have an emergency generator in our new building which would take care of this situation; at the same time I emphasized that this generator would not be able to carry the entire load but would, I felt sure, provide for essential operations. d. raised the question of whether or not all traffic origi- nating from outlying stations and passing through should be read by the Chiefs of Station in Everyone expressed surprise at this.
