Mr. Dulles:
a) Referred to the discussion at the Deputies" Meeting
on 15 April respecting a Sunday duty officer and after some
discussion it Was greed: 1) the duty officer would sit in the
Director's Office from 9:30 to 12:30 inclusive, and upon leaving
would advise the CIA watch officer where he could be reached
during the remainder of the day; 2) he would review ell cables
normell made available to the Director on Sunday. ACTION:

b) Stated he believed we should have an Estimate of the
situationas a result of the O. S. 25X1A6a
ACTION: AD/NE to draw up terms orrezerence in coordination with
DO/P for DCI approval.
c) Reported on the discussions at the OCU luncheon on
15 May and noted that: 1) Elmer Steats had tabled a paper on
suggestions for improving the effectiveness of the OCD. This paper
Is available in the Agency. No position will be token until
there is ample opportunity to study the recommendations contained
therein; 2) Mr. tabled a memorandum concerning the
Conference of International Red Cross Societies to be held in
New Delhi from October 24 to November 5. 1957, at which there will
be considered draft rules for the Limitation of the Dangers Incurred
by the Civilian Population in Time of Mar. It is Defense Depart?
menes opinion that the draft rules as they now stand, if adhered
to by the U. S. in good faith, would impose sweeping restrictions
on military conduct In any future war. The Director said we
should obtain a copy of these rules for study, ACTION:
Mr. Wisner:
a) Commented that he continued to follow with a great
deal of interest the situation in Argentina (as reported by a
special source) and that we would have to watch the activities of
Peron and the Peronistas most carefully.
b) Referred to Khrushchev's repudiation of his Polish
speech in 1956 and commented he had not beard too ouch about any

action taken or to be taken on this. The Director said as a
starter he had discussed it with the Secretary of State and that
the Secretary had asked if we could find out whether the
repudiation had been published in a paper available to the Soviet

Kr. Kirkpatrick:
Raised the subject of portraits of former Directors N4/
and after some discussion it was agreed that in addition to
General Doaovan1 portraits would be made of Ada. Rillenkoetter and
General Smith. It was the consensus of tho hat portraits
or the heads of SSD and CIO , Ado, Somers
and Gen, Vaadenberg) was a "1 tt e cosplicated". The Director
suggested that possibly we might obtain good photographs,
