July.
3. At General Cabell's request telephoned Harry Reynolds and asked him 4
to discuss with me very soon General Cahellts idea that we have a chaplain...
or perhaps three chaplains...in CIA.
7 and 8 June 1956
1. Approved of Dr. Tietjen going on leave during the last two weeks in.
2. Met with the GEHA Board to discuss their resolution which would bar
anyone except true staff employees or staff agents from insurance. They were
very stubborn in their position. Also discussed the matter with the Career
Council which, to a man, thought the Board to be wrong in this instance. Have
asked Harry Reynolds to schedule a full-scale meeting on Monday to discuss
this subject.
5. Shef Edwards advised me that he had arranged to do some expedite
clearances on clerical employees and communications technicians. He urged me,
however, not to approve of additional exceptions.

9. Net with personnel from Project AQUATONE and the
Office of Personnel to discuss recruitment fo A A E. Con-
cluded that while both of these Projects were a ly in need of personnel AQUA-
TONE was in need of people who were either technicians or could be trained as
technicians and that which it needed must be single or willing
to leave their families at home for a two year tour. In view of this I asked
to screen all personnel in process (military and civilian) and
to give priority insofar as technicians were concerned to Project AQUATONE.
