DD/S 13 September 1955
1. Ed Saunders was in for his bi-weekly session. He reports that
the aupergrade study is ready to discuss with the Bureau of the Budget
as far as he is concerned. He agreed that we should change the CAS-16,
Administrative Assistant on the T/O of the immediate Office of the
Deputy Director (Supports to a Special Assistant. I concurred in a pro-
posal to transfer two positions from DD/P to DD/S to take care of an
error which was made in connection with the recent ceiling allocations.
Saunders was to obtain Office of Personnel concurrence and give this to
25X1A9a to present to the Deputy Director (Plans).
2. We discussed the request of Mr. =in the Office of Training 25X1A9a
that his tour in Training be extended to 1 January 1957, Mr. Saunders
was will to agree to this, provided that if some opportunity came along
25X1A9a for which would better his career, it was understood by all concerned
that he could be withdrawn from the Office of Training with reasonable
notice. I told Mr. Saunders this seemed to be reasonable to me and that
it was all right for him to go ahead and reply to the Director of Training
in that vein.
3. We discussed briefly a paper which the Deputy Director (Plans)
had sent to the Comptroller regarding overtime. It was agreed that inasmuch
as the Bureau of the Budget would not honor a request from the reserve for
overtime and there was not sufficient flexibility within the Agency to
absorb DD/P overtime, that the Deputy Director (Plans) should be advised
that DD/P overtime would have to come out of the DD/P over-all budget.
4. Mr. Saunders queried me as to whether we had a policy for military
personnel wherein they were entitled to one-half day off each week for
recreation. I told him this was not the case and that military personnel
were not entitled to such time off but that inasmuch as they could not be
paid overtime, regardless of their rank he should use good judgment and
discretion in excusing them from duty.
5. We also discussed the report on war time preparation by DD/S
elements, which was submitted to the Director recently. Mr. Saunders
wanted a copy of the directive and also wondered if there had been any
change in our policy which was that we would not stockpile for hot war
requirements. I will arrange to get him a copy of the memorandum, and I
advised him that there had been no change in our stockpiling policy.
6. I approve of Mr. Saunders taking a trip to the Far East, leaving
in mid-October.

7. Larry Houston was in for his bi-weekly session. He said that
he had been thinking about the rationale of having the construction of
a building supervised by PBS, the Army Engineers or some other Government
facility, and could not find any information on the subject. I told him
I had been thinking about this too, and I later asked Jim Garrison to
include a discussion of this problem in the briefing he is preparing for
Mr. Dulles. Mr. Houston said he thought his legal opinion on our authority
to construct a building was sound. We agreed that we would take no action
on this until Mr. Dulles returned, at which time we would probably present
it to the Attorney.General for his concurrence. In this connection I have
also asked Mr. Garrison to find out in detail just how AEC proposes to
handle their project.
8. Larry Houston is preparing a reply to Mr. Bartholomew, answering
the questions which he raised with regard to a possible conflict concerning
the Leiter Estate - this is in connection with the use of the Langley property.
9. Mr. Houston suggested that we consider
a possible candidate to head the PAPS and Comme

10. Mr. Houston reports that information from the field indicates
25X1A9a that is still a considerable problem in CAT. Have arranged
25X1A to lunch with on Thursday to hear this first hand.
11. Mr. Houston also reported that General Cabell had approved of
25X1 C4c the sale, up to seven, if we could get a good
price for them. He assures me that we could still take care of the stand-by
requirement levied on us by OCB.
12. Mr. Houston reports that there is a resurgence of operational
25X1A2g interest having to do primarily with the CE aspects. The
Office of the General Counsel has had complete responsibility for this 25X1A9a
project for the past several months. However, FE believes
that they should now assume some responsibility. I told Mr. Houston this
was O.K. with me and to go ahead and work it out.

13. We discussed a recent flap between Harry Reynolds and Mr. Pforz-
heimer, having to do with Pforzheimerts activities in connection with
personnel problems generated by Members of Congress. Mr. Houston felt
strongly, and I agreed, that we must maintain one point of contact in
Congress on all matters, including personnel. However, I emphasized the
necessity for thorough and complete coordination with Personnel by Pforz-
heimer.

17. Mr. Victor Forte, of the architectural firm of Williams, Coile
and Blanchard, telephoned to merely say hello and express the interest of
his firm in handling our building project.
18. Asked to tell Dick Smith that I had his letter enclosing
another to Senator Byrd but inasmuch as the National Capital Planning Com-
mission would not discuss our problem until its November meeting, I would
defer a couple of days before doing anything about it. I also told Dick
I was inclined to send the whole thing back to Dick Smith because I
did not want to take the chance of having Senator Byrd find out that I had
approved of the dispatch of any letter to him.
19. Stan Grogan reports that Wes Barthelmes of the Washington Post-
Times-Herald had called to ask what we were going to do about the Sterling
and Skull offer of land in the vicinity of Germantown, Maryland. Colonel
Grogan told him this was being handled by me. Barthelmes also asked whether
we had hired Harrison and Abramovitz. Grogan told him we had talked with
them but that we had signed no contract with anyone. He then asked whether
we were going to have the PBS, Army'Ungineers or someone else supervise
our construction, and Colonel Grogan told him we had made no decision.

financial records with regard to Project MKULTRA. I agreed to allow
25X1A9a to assist them temporarily, with the Comptroller to take over
on a gradual basis (see my Memorandum for the Record, this date, this
subject).

22. Harry Reynolds was in for his weekly session. He advised
me that'his classification people felt that the Assistant Director for
Basic Intelligence and the Deputy Assistant Director should be classified
GS-15 and 08-16 respectively and that Mr. Amory is very unhappy about
this situation. Reynolds said that under no circumstances could they
stretch it above GS-17 and GS-16. I asked him to send me the papers on
this subject so that I might discuss it with General Cabell prior to its
being raised before the Supergrade Review Board. Mr. Reynolds is also
concerned about the JOT Program. He feels that too much emphasis is
being placed on academic knowledge and not enough on good common sense
and practical experience. He feels strongly that if we are to look to
the JOT Program for future senior. executives of the Agency, we must
broaden the base. I told him that I had been thinking about this program
lately and thought that I might ask the Office of Training for a status
report which would give the complete history of the program to date, and
that thereafter I would have a periodic statistical report which would be
meaningful. In any case, I asked him to leave the matter with me for the
moment.
