1. S:yoke to Bob Amory about the paper on the salaries of Dr. and
He said that he thought there were some reasons why Mr. Dulles did
not want to push this just now. I told him that I would like to et it out of
hock sometime soon inasmuch as, technically, both Messrs, were 25X1A9a
being paid illegally.
2. Had my weekly conference with Harry Reynolds at which we discussed the
following points:
a. He has reported to Frank Wisner the information he was able
to obtain on one Captain an individual con- 25X1A9a
cerning whom Frank made inquiry a couple of weeks ago,
b. Agreed with him that he need not clear with me requests for
consultants originating in offices other than that of the
DD/S unless he disagreed with the requesting Deputy. I em-
phasized, however, that I definitely wanted to see those re-
quests emanating from the DD/S area.
c. I told him to caution his Special Contracting Officer to ob-
tain the concurrence of the Comptroller prior to making any

with wherein the Agency
agreed to pay for chartered airplane service from Ithaca to
Washington.

d. I asked Harry to ascertain the status of
M and to advise me at his convenience.
e. Informed him that I had checked Dr. Tietjen's ability to do
preliminary examinations on JOTIs and had been assured by him
that he could do two per day-or ten per week.
f. I advised him of Senator McClellan's interest
and asked him to insure that this case was carefully handled,
g. Confirmed with Harry that he and Walter Pforzheimer would
talk with the Bureau of the Budget on the 15th of March con-
cerning executive salaries and requested that I be advised
of the outcome.

h. Agreed with him that we would discuss the subject of "wage
and classification" at the Director's April meeting of the
senior staff.

to discuss the possibility of deferring a limited number of
people from the military services in connection with Pro-

"reserve personnel" to General Cabell and in-
asmuch as they apparently already have some e e eas
as to how to handle this matter*
k. Asked him to review the proposed Notice on the release of
Agency personnel for participation in Civil Defense activi-
ties without charge to annual leave." Told him that it had
been my impression that there was no point
a Notice and that we might find many people
civil defense duties who would not otherwise become involved.
1. Agreed with him that it would be a good idea to get the
three "service" Assistant Secretaries for Manpower over here
for lunch sometime and give them a brief on the ency with
particular emphasis on our need for military personnel.
Asked him to work up a proposal which I could submit to the
Director.
m. Harry is sending through me to Larry Houston a paper on the
"bylaws, etc., in GEHA." He does not think the organization
is very well run and suggests that we insure that it has a
wider and more across-the-board Agency representation.
3. At the Deputies' Meeting on 14 March the Director agreed to have the (Th3s
CAT Meeting for the month of April down here and have a dinner afterwards.

the Chamber of Commerce, Alexandria, Virginia, the possibility of locating the
new building in Alexandria.
5. With Mr. Garrison met with a representative from Montgomery County who
also submitted a proposed site for our new building.

Bureau of the Budget, to discuss the possibility of getting a Bill into Congress
which would authorize us to build a new building for $55,000,000, the site and
other details to be worked out later. Mr. Macy opened the meeting by saying
that Mr. Hughes had advised him that he felt we really needed the building and
thought it should be negotiated as a direct appropriation and not on a lease-
purchase basis. I think that we were able to satisfy the Bureau on all counts,
except for the necessity of having a building for I agreed to 25X9A2
supply additional substantiation and have assigned Ed Saunders to the task. I
got a definite impression that if we could satisfy the Bureau on this point we
would succeed in getting our request for $55,000,000 approved. 25X1X6

General - reports that from his observation the Project Adminis-
trative Planning Staff needs some help inasmuch as it is having trouble keeping
up with new administrative plans, to say nothing of working off any backlog.

9. General advised me that Project had been audited by a
commercial firm and that he was getting the reports for study.

10. Asked Ed Saunders to watch closely the voucher submitted by

11. On 17 March General Donovan and Mr. Reynolds, representing Mr. William
Zeckendorf, called on me to discuss the location of a CIA building in the south-
west area. We spent about an hour discussing the matter. I told them that we
were still interested in the southwest area but that our principal concern was
how we were going to get our employees to and from the area which, at the mom-
ent, is already congested. Mr. Reynolds said that he would study the matter and
attempt to offer us further advice. In addition, I told them that the National
Capital Planning Commission had more or less thrown cold water on any ideas we
had of going to the southwest area until the basic differences in concept be-
tween the Planning Commission and Mr. Zeckendorf were sorted out. Mr. Reynolds
and General Donovan both thought that they would be sorted out sometime soon.
I also told them that we might have our problems with the Office of Defense Mo-
bilization and that the National Capital Planning Commission had informally indi-
cated that they might oppose our location immediately north of Fort McNair, but,
on the other hand, might possibly consider our locating along the Mall, wherever
the Mall is finally located. I assured them that we would not make a final de-
cision on a site without consulting them.
12. Harry Re Olds is to report to me on the status of a recommendation for

move slowly on this matter.

16. Mr. Dulles advised me that George Garrett, who has been appointed by
the President to sort out problems involving the southwest redevelopment plan,
was a personal friend of his and that he would be glad to call him at any time
in connection with our new building.
