1 Talked to General Morris, Meloon and reference

dismissal and subsequent attitude taken by the Civil Service Commission because
the case is defective procedurally--i.e. - might win an appeal because 25X1A9a
our charges are classified and he was ermitted to take them out of the 25X1A9a
Agency. Instructed them to reinstate not for the specific purpose of
correcting this technicality and to serve unclassified charges again simulta-
neously vd th his re-entrance on duty. I also told them to assign him to duty
in the Personnel Pool or at some other location where he did not have access
to the interior of the Agency and, if possible, insure that he was kept busy
on something which would benefit the Agency. I an assured by both Personnel
and General Counsel that we will not have to conduct any new hearings and that
our only obligation will be to pay him for the thirty days on duty. We definitely
will not have to pay him for the period since he was discharged.
2. Went over the T/O and ceilings with General Morris and Meloon. They
will make a careful study of their situation and discuss it with me.
3. Mr. Wisner called reference complaint that altera-25X1A9a
tions in his building at are not being made fast 25X1A6a
enough. Told Wisner the story on this--spec c ly that OiS had told me the
expenses would be very minor and that they now want over $142,000, Later talked
25X1A9a to and arranged for them to see this building as well as
another government building at 11th and Indiana Avenue tomorrow. After that
we will have to determine That our next move will be.

25X1A9a 5. telephoned to say he will have a mobile radio
unit on display today and tomorrow between wings 4 and 5 of Building "I".
He invited any of our personnel interested to see it.
6. Went over a number of problems with and have arranged 25X1A9a
to discontinue payment of per diem to trainees at the 25X1A6a
25X1A6a effective 1 November 1952. There vi 11 be some cases c on-
ter that date due to previous commitments, but will insure that none
continue longer than six months. This will save the Agency some money which
I think was spent unnecessarily in the past and will also simplify bookkeeping
