2. - telephoned to request that we get a new car for General
Cabell, I told him I would look into it and do it if we possibly could.

1, both talked to me today, indicating
that they were desperate for clerical workers and thought the situation
was not improving. Talked to General Morris and Mr. Meloon about this and
have asked Meloon for a report as to the present status of clerical vacan-
cies, what we are doing about it, and what the prognosis seems to be.
4. Pforzheimer telephoned to say that he had been able to satisfy the
offices of Senator Anderson and Senator Carlson without leaving either of
the letters I mentioned a day or two ago.
5. Matt Baird telephoned me to call my attention to four possible 25X1A9a
exceptions to the report he understands of Real Estate and Construc-
25X1 A6a tion is preparing concerning Apparent y, a movie was not provided
in the mess hall. Matt feels the me 'cs should sign off on the adequacy of
the dispensary; security should sign off on the adequacy of fencing and other
security arrangements; and that the from which we will be drawing 25X1 Al d
supplies, should have something to say a lout the loading and unloading
facilities. I agreed that this all made sense to me and that I would discuss
it with Jim Garrison, if necessary.
6. I advised General Morris and Mr. Meloon that, while I omitted the
25X1A6a ceiling -frome recent personnel ceilings I furnished them, their
25X9A2 ceiling is actually and may be reduced by four more later if we can
possibly reduce the guard post at the tower.

7, Talked to General Morris and Mr. Meloon about a number of subjects.
Meloon reports that the arrangement with is working well, whereby
we advise him once a month of all draft- a erre personnel in his area and
he reports back that they have gone overseas or gives reasons why not.
8. Meloon says that his Agency notice on the new insurance program
should be ready for me to sign off on on Monday.

9, We discussed the possibility of establishing a point of contact
for each division in the Personnel Office. Both Mr. Meloon and General
Morris think this would be wasteful of personnel and believe that the
Personnel Office in each area division should take care of this. I am
inclined to agree, and believe this is an entirely different problem from
that which Jim Garrison faces.
13. Jim Garrison complimented - on the excellent study his Record 25X1A9a
Management people have done on the Office of Procurement and Supply.
11.. Jim advises me that, through some deal, the Navy gave him 5,850
pairs of field glasses, all of which are new and originally cost $135 each.
15. Jim is complaining mildly at the long time it takes the Comptroller's
Office to pay firms with which we contract, and indicates that, if we don't
speed it up, they won't be anxious to do business with us. I assured Jim
that we were aware of the problem and were trying desperately to solve it,
16. I asked George Meloon to give me some statistics on Agency turnover
for the past year, which I could pass on to Mr. Dulles. I think he and
General Smith have a misunderstanding as to what this rate is.
