25X1 A9a 2* reports that at a meeting with yesterday
concerning cable traffic Charlie Hulick was critical of the Office of the Deputy
25X1 A9a Director (Administration). Bob is investigating this and will report later,

3. At the Deputies' Meeting this morning Mr. Amory stated that he felt that
Deputy Directors should have authority to approve of the employment of consultants.
After some discussion the Director approved of this procedure but stated that he
would require a monthly report to be submitted by the Personnel Office to the In-
spector General who would bring to his attention any situations which appeared to
be getting out of hand.
5. Talked to George Carey and George Meloon about the reduction in differ-

was put into effect after thorough coordination but we didn't find out about it
25X1A6a until- cabled us. A reply is being coordinated which should go out on Mon-
day. However, I should follow up to insure that we are alerted in these things
earlier in the future.

25X1 A9a 6. Talked to about a cable from Frank Wisner in - al-
leging serious delays in certain shipments and requesting an investigation. His
reply will be shown to me before it is released and should be ready on Monday.
7. Talked to Matt Baird about the car that he wants. I assured him that I
was "the fly in the ointment" and that I wanted further justification before I
would approve of releasing one of our covert vehicles for his use.

8. I spoke to Mr. Kirkpatrick and asked him to consult Ed Saunders with ref-
erence to the FI projects problem before mailing his comments to the Director, He
assured me that he would and I have so advised Mr. Saunders.
9. Larry Houston telephoned to say that he would have some papers in connec-
tion with the Employment Review Board ready for my signature on Monday. He also
told me that he had talked to several people and had some additional thoughts on
10, was up with some administrative plans. While he was here
I emphasized to him how heavily I must rely on him to insure that administrative
plans not only meet with the approval of the Deputy Director (Plans) but that they
uphold the DD/A point of view and instructed him that in cases where plans were
not wholly in accord with DD/A policies and points of view he should call them to
my attention. 25X1A9a
11. I also discussed with his proposal to set up a Proprietary
Project Control Board and told him that I would like to defer this for at least
another ninety days.
25X1 A9a 12, and I discussed his proposal to decentralize the Project Ad-
ministrative Planning Staff. It is his idea to assign a project officer to each
division and to set up a coordinator under the Chief of the Staff. I told him
that I could not approve of going this far at the present time but authorized him
to experiment with this principle in the FE Division.
