4. I I Made arrangements with Miss Mildred
Ward, Secretary to Senator John Stennis, for General Walters to see the
Senator tomorrow at 4:00 p.m.
5. I I Made arrangements for General Walters
to see Chairman Lucien Neazzi, Intelligence 'Subcommittee, House Armed
Services Committee, at 5:00 p.m. tomorrow.
6. In the vault of the Joint Committee on
Atomic Energy, read the Senator Howard H. Baker, Jr. (R., Tenn.) summary
of his Watergate-related investigation of CIA. George Murphy, Joint Committee
on Atomic Energy staff, said that access to the report so far had been limited
to Senator Sam J. Ervin, Jr. (D., N. C.), I land myself, and there
shouldn't be anything in the report that would surprise me and there wasn't.
The summary is not balanced, is replete with selective omissions and undue
emphasis, and for the most part easily rebuttable. Realizing that I think the
summary is pretty thin, Murphy later in the day told me that he would like to
report my reaction to Baker with the idea that I would come down again to
point out any obvious mistakes. I said I wouldn't want any such review to be
misunderstood as agreement with the substance, which I certainly do not, but
that I would point out glaring factual errors. Senator Ervin has now read the
report and Murphy believes, but is not sure, that this may be tantamount to
Committee approval for transmittal to Senators John C. Stennis (D. , Miss. )
and John L. McClellan (D., Ark.).
7. I I In his absence from the office, left a
message for Don Elisburg, Subcommittee on Labor staff, Senate Committee on
Labor and Public Welfare, concerning the status of our recommendation for
the conference report on Age Discrimination rider to the Fair Labor Standards
Act Amendments '(S. 2747).

8. I IIn line with arrangements made by
Mr. Thuermer, met or about one an one-half hours with Norm Sandler,
Michael McNanee, and David Tenenbaum, MIT political science students who
are doing a paper on Congressional oversight of CIA. They were bright, well
read in, and asked good questions. They will attribute our comments to
"intelligence officials. " They had previously interviewed Guy McConnell,
Senate Appropriations Committee.
