Pat O'Donnell, Special Assistant to the President, returned my earlier call concerning the possible overriding to on the Freedom of Information Act amendments and interest in the Administration's strategy. Roman Hruska (R., Neb.), and a liberal Democrat and Republican urging them to take a hard look at the consequences of the legislation and providing a legislative vehicle (new Freedom of Information Act amendments meeting the President's objections) on which to base. their stand. The Administration intends to build on the Senate strength as shown on the FBI amendment, the vote against the Muskie amendment relating to court review, and absentees. The "Dear Collegue" letter will hopefully be send out Monday, 18 November.
