SUBJEC'C Security Clearance Standards for Members of
Congress and Staffs
For your response to the White House, the Agency security
clearance standards for members of Congress and staffs are as follows:
Members of Congress
There are no security clearance requirements for members
of Congress. Classified information provided, however, is limited
to that necessary to the committee's responsibility of the requesting
:member .
Staff Member s
Staff members of our oversight subcommittees (House and
Senate Appropriations and Armed Services) are processed for Top
Secret clearance through the Department of Defense. Clearance
standards meet Executive Order 10450. Security clearance far access
to CIA classified information is based upon certification of the Defense
clearance. Security clearance for access to Agency compartmented
sensitive information is also granted on the basis of a certified Top
Secret Defense clearance. This certification must also meet the security
clearane~e standards under DCID 1/14 w.hic.h establishes community
personnel security standards for access to compartmented intelligence.

Today Dr. Rhoads testified on behalf of the ICRC before the Sexzate Sub
committee on Intergovernmental Relations. Senator Lawton. Chiles
chaired the meeting and it seemed to go very well.
Several questions were asked about which we were unable to furnish
information. Senator Ghiles requested that we submit it for the record.
Accordingly, tit would be appreciated if you could pull together material
ar, the .following points:
I. The number of individuals specifically designated
for declassification work after June 1, 1972, the
establishment of additional departmental slots for this
purpose, and requests for appropriations to carry out
this work.
2., Departmental policy or guidance on security
clearance standards for Members of Congress and
their staffs and copies of any clearance forms
uf:ilized in granting them access to classified informa-
tion.
It would be appreciated if you could furnish this information in writing
by the close of business on Tuesday, May 15th.
