1, Called George Murphy, Joint Committee on 25X1
Atomic Energy staff, and agreed on 16 February 1972 for the Direci;or's
appearance before the Joint Committee, subject to possible unavailability
of key Committee members in which case Murphy will renegotiate.
2, Mrs. Jackson, in the office of Representative
James Cleveland (R. , N. H. ), called regarding a meeting with Mr, Cleveland
and Representative Louis Wyman in connection with their separate inquiries
to the Agency We agreed that we would arrange a meeting
to brief Messrs. Wyman and Cleveland jointly upon Cleveland's return
tomorrow.
3, Met with Mr. Ralph Preston, House Appropriations
Committee staff, who told me that the question of whether the Military
Construction Subcommittee, chaired by Representative Robert Sikes (D, , Fla. ),
would be. invited to this year's briefing is somewhat up in the air, Although
the Military Construction Subcommittee was not invited in advance last year,
Representative Sikes prevailed upon Chairman Mahon as the hearing with the
Director was starting to allow attendance of the Military Construction Subcom-
mittee. Mr, Preston also noted that although there may well be a replacement
for Representative George Andrews on the Defense Subcommittee before the
date of the hearing, Chairman Mahon has not taken action to replace him as
yet,

House Armed Services Committee staff, in response to a request from
Mr, Slatinshek, Assistant Chief Counsel of the Committee, a loose:leaf
folder of background materials concerning classification of information and
the "Espionage Act" for use by Mr. Blandford, Chief Counsel of the Committee.

5? Bill Woodruff, Counsel, Senate Appropriations
Committee, expressed to and me his views on community budget
practices in light of the changes in the intelligence structure. Woodruff
commented that it would be difficult for the Director to be held responsible
for the Fiscal 1973 budget and said all he thought the Committee would
expect from him this year would be a presentation of his views on tl~e subject
and how he proposes to discuss the community budget in his Fiscal 1974
presentation.
with David Martin, Senate Internal Security Subcommittee staff, a list
prepared by CI Staff of specialists in the field of Soviet and international
Communist activity who might be considered as potential witnesses for
testimony on the clandestine communist propaganda apparatus. I also
left with Martin copies of two unsourced documents on Communist party
organizations. I suggested to Martin that he use these documents sl;rictly
as source material without any direct quotation or attribution. He vas
most pleased to receive these two items which he had not seen before.
I mentioned the Subcom want to consider obtaining testimony
from such defectors as and others. Martin said this was
a good suggestion and asked if we could have these people get in touch with
him since he had no current contact with them.
Senate Internal Security Subcommittee staff, with reference to SourvJine's
call o our views on the publication of Agency testimony
on th case. I said our preliminary check had inciicated
we di not have a copy of the transcript of this testimony and it would be
very useful to us in responding to Sourwine's request to have access to it
again. Mr. Scott is presently reviewing the transcript but Sourwine said
we could pick it up sometime tomorrow.

9. Miss Jane McMullan, Senate Appropriations
Committee staff, relayed a request made by Senator Milton Young to Bill
Woodruff, of the Committee staff, that we have a knowledgeable tr~f~~rmant
brief him on the situation in Southeast Asia some time next week.
10. Hand-carried to the Senate Foreign Relations
Committee mailroom the Director's letter of 20 January to Chairman Fulbright
responding to the Chairman's letter of 4 January on the Committee's need
for intelligence contributions to U. S. policymaking in connection with the
Committee's study of U. S. -Vietnam Relations, 1945-1967.
11. Accompanied George Carver, SA VA, who
briefed Chairman Lucien Nedzi, Intelligence Operations Subcommittee,
and Frank Slatinshek, Assistant Chief Counsel, House Armed Services
Committee, on a sensitive matter. See Memo .for the Record.
12. In connection with Mr. Fisher's
request for a status report on S. 1681, called Dave Minton, Counsel., Senate
Post Office and Civil Service Committee, concerning the prospects of the
bill which would guarantee to Civil Service retirees an annuity no less than
the one they would have received had they retired when the last cost-of-living
adjustment became effective. Minton said that there would be a conference to
resolve the differences between the House and Senate versions of the bill
within a month and he felt the bill would be approved before the next cost-of-
living adjustment goes into effect, but that the bill would not be retroactive.
Mr. Fisher was advised.
