1? Received a call from Mr. Ralph Preston, House
Appropriations Committee staff, who said that the Committee would be very
interested in Soviet shipbuilding and in particular the vessel under construc-
tion that the Na thinks is a carrier. I told Mr. Preston that they would
be included. OCI, has been advised.
2? Talked to Mr. Richard Barton, Employee
Benefits Su committee, who told me that H. R. 11150, for the protection of the
rights of Federal employees, has been included on the agenda for the full
Committee meeting on Thursday. There are several controversial items
ahead of it, however. Mr. Barton does not feel that this bill will be considered
at this week's meeting. The next scheduled meeting of the full Comrriittee
will be on the 17th.
4? Talked to Ed Braswell, Chief Counsel, Senate
Armed Services Committee, about the followup on Senator Stennis' rE;quest
for a paper comparing Soviet and U. S. navy capabilities. I reminded
Braswell that he would have to go to the Pentagon for the U. S. side, but
he said "this would be a waste of time" and he didn't know how he would
handle it, but he appreciated that we couldn't help him on this. He said
on the Soviet side he would like a paper showing the present strength of
the Soviet navy and also a projection for the next three years, and would
appreciate ]having it in about a week. I passed this on to
of OSI.

5. Bill Woodruff, Counsel, Senate Appropriations
Committee, called to say Senator Ellender would like a roundup briefing
by the Director, probably on Monday, 14 February. Woodruff said it
probably would not run over two or three hours. I later called Woodruff
back to confirm the Director's availability.
6. Dorothy Fosdick, Staff Director, Senate Sub-
committee on National Security and International Operations, called to say
that Senator Jackson had asked that she and Richard Perle, of the Subcommittee
staff, get a roundup briefing, particularly on major strategic developments,
before the end of the week so they can bring the Senator up-to-date when he
comes to town for the weekend. After talking with Jim Woolsey, General
Counsel, Senate Armed Services Committee, we arranged that Carl Duckett
and I would meet with her and members of the Armed Services Committee
staff who also wanted to attend, at 10:30 on Friday, 4 February.
