1. (Internal Use Only - JMM) Called Representative Edward Hebert,
Chairman of the House Armed Services Committee, at his home in New
Orleans to say we had a problem that the Director would like me to discuss
with him personally. I offered to come to New Orleans if this would be
convenient. He explained that he was under doctor's orders to see no one
at this time but suggested I explain the problem on the phone. I told him
we wished his advice on handling a recent query from Representative Les
Aspin regarding allegations of Agency involvement in illicit drug traffic in
Southeast Asia. I told Hebert we had considered both a short letter simply
denying the charges or a longer one going into some detail.
suggested we might tell Aspin that a detailed report of our
investigation of the matter was being filed with the Nedzi Subcommittee on
Intelligence. Hebert thought this was a very good idea and suggested I
discuss the matter with Nedzi when feasible.
2. (Unclassified - JMM) Called Representative Lucien Nedzi, Chairman
of the Special Subcommittee on Intelligence of the House Armed Services
Committee, and made a date to see him at 3:30 regarding the Aspin letter.
3. (Unclassified - GLC) Received a followup call from Lt. Commander
Levine, of Navy Intelligence, who said that after checking with his people he
found it was the transcript of Carl Duckett's briefing of the Foreign Relations
Committee that they were interested in. I told Levine that that session was an
informal briefing and no transcript was taken. He said he thought that answered
his question and thanked me for looking into it.

4. (Unclassified - GLC) Following up on a request from David
Martin, of the Senate Internal Security Subcommittee staff, to
of OCI, I made arrangements for us to pick up a map, which Martin has
made showing areas of Communist guerrilla activity and areas of illicit
drug traffic in Laos, tomorrow for the purpose of security review, I also
arranged to have some of our people meet with Martin at 2:30 p.m. on
Monday, 28 August, to discuss several other areas of interest to him.
5. (Internal Use Only - JMM) Met with Representative Lucien
Nedzi (D., Mich.), Chairman of the Intelligence Subcommittee, House
Armed Services Committee, regarding our response to Representative Les
.Aspin's (D., Wis.) questions about the Agency's involvement in illicit
narcotics traffic. (See Memorandum for the Record.)
During a lengthy conversation, I responded to a number of Mr. Nedzi's
questions on other matters, including the Soviet/Egyptian situation, recent
developments in Soviet strategic weapons, the logistical situation in North
Vietnam, etc.
I also told Mr. Nedzi of our concern about the Ervin bill rider to the
Civil Rights bill pending in the House. Nedzi asked a number of questions
about this, and was particularly interested in precisely what remedies a
plaintiff who filed suit in civil court under the Ervin bill might hope to
obtain--i. e. , specific action, monetary compensation, etc.
6. (Internal Use Only - RJK) Delivered to the offices of Senator
William Proxmire (D., Wisc.) and Representatives Daniel J. Flood (D.,
Pa.), William Moorhead (D., Pa.), Fred Schwengel (R., Iowa), Thomas
Morgan (D., Pa.), and Frank Bow (R., Ohio), FBIS items in which their
names were mentioned.
7. (Internal Use Only - RJK) In response to his earlier request,
provided reports on the Non-Aligned Nations Foreign Ministers' Conference
held in Georgetown, Guyana, from the FBIS Latin American Daily Reports
to Charles Morrison, on the staff of Senator William Roth (R. , Del.).

12. (Unclassified - LLM) Mrs. Rose, Civil Service Commission,
called in connection with the Commission's preparation of their annual
legislation submissions to the Office of Management and Budget. ..She said
they were prepared to endorse the CIA Retirement Act amendments which
the Agency had submitted to OMB in 1971 and asked about the status of those
amendments. I explained that the amendments had been held up by OMB
pending resolution of a funding problem which affected all retirement
systems in common; that it was our understanding the problem has now
been resolved in the case of foreign service legislation; that we expect
to be hearing from OMB shortly, and that we plan to include the amendments
in our legislation submission to OMB in connection with the 93rd Congress.
