9. (Internal Use Only - LLM) Based on the information provided
by Mr. Neil Ainslie, Office of Logistics, called Bob Waters, in the office
of Representative William Mills (R., Md.) and referred him to either Chief
of the Real Estate Division, U. S. Army District, 603 Calvert Building, 25X1
Baltimore, Maryland; or Real Property Office of the U. S. Army Corps of
Engineers at Ft. Meade for information on the farm near
that he had inquired about (see Journal of 19 September 1972).
10. (Unclassified - LLM) Called Bob Hull, Department of State, in
connection with the new requirements for cost estimates to OMB on agency
legislation programs, and he informed me that State's submissions on retire-
ment legislation were written in terms of "normal costs" and not yearly
expenditures. He also said that the interest payments into the Foreign
Service retirement fund by the Secretary of Treasury do not require an
appropriation act but are carried as a line item in the budget against the
Department of State and not against Treasury.
