7. Met with Dorothy Fosdick, staff of the Senate
Preparedness Investigating Subcommittee, whom I briefed on recent
developments regarding the Soviet space venture, Chinese ICBM test,
a Soviet radar installation, Soviet ICBM modernization, Soviet military
assistance to Iraq and Soviet interest in port facilities in. the Gulf of Aden.
She reiterated Senator Jackson's interest in seeing a copy of a recent
unofficial analysis by two Soviet economists of the Soviet defense budget, and
hearing our comments thereon.
She. said Richard Perle, of the staff, was interested in the possibility
.of obtaining information on Soviet grain crops
9, I I Accompanied the Director who appeared
before the House Appropriations "Special Group" to discuss Agency
personnel and management matters. A number of other items were also
touched on and additional personnel figures were requested for the record.

10. In response to his call, I picked up
a packag q of material from Jack Norpel, Senate Internal Security Subcommittee
staff, for
11.1 ~ In response to his very strong personal
request, I elivere to Representative William Bray (R., Ind.) a copy of
the China Atlas.
12. 1 1 Met with Ralph Preston, House Appropriations
Committee staff, in response to his request and loaned him copies of the
transcript of the House and Senate hearings on the adjustment of the ceiling
for CIARDS retirees. Preston told me that Chairman Mahon is interested
in the details of the numbers of personnel involved in the Agency reduction
and in the reports concerning active duty military personnel moving into policy
positions in the Agency. A room for the meeting has not been scheduled as
yet. The Chairman has requested, however, that a reporter be present and
a transcript be made of the meeting.
13. John Goldsmith, Senate Armed Services Committee
staff, called to alert us that Senator Symington is objecting to the deletion from
the 5 April hearing on S. 1494 the question and answer concerning B-52
bombing in Laos. Based upon Mr. Maury's advice and in a subsequent
conversation with Kathy Nelson, in the Senator's office, we deferred to the
Senator's wishes. In response to her question on the reasons for deleting
the Director's response on the Forty Committee, I told her it was because
to our knowledge the name of the committee had never been officially confirmed,
and she had no problem with this position. Nelson said that in the case of this
transcript and others in which the Agency was involved she found our position
to be the most reasonable of all Executive Branch agencies she deals with.
