Wright's office, State Department, and was assured that the transcript
of Mr. Helms' appearance before the Senate Foreign Relations Committee
on 21 May would be inlIby Monday. This is in connection with
11. (Unclassified - LLM) Spoke with David Martin, Senate Internal
in the next several weeks.
Martin made reference to a JPRS translation that he had received
two months ago, "Political Parties of Africa,'' which he characterized as
an April 1971 Communist master plan of the conquest of Africa. Martin
said the Subcommittee is thinking of issuing a print on the subject, matching
developments over the past two years against the plan, and asked if we could
provide (1) copies of articles covering Communist operations in Africa during
the past few years and (2) such othe be able
