1. I I Met with Guy McConnell, Senate Appropriations
Committee staff, today and briefed him on several legislative matters of
possible interest to him including: the restrictive language in the Foreign
Aid bill, Section 13 of the State Department Authorization bill relating to the
provision of information by the State Department to the Foreign Affairs and
the Foreign Relations Committees, the status of the SAT matter, and the
problems we are encountering with Senator Fulbright with respect to=
Mr. McConnell asked if I would raise with Mr. Colby the possibility
of his giving an intelligence briefing to the Defense Subcommittee of the
Appropriations Committee and possibly giving it to the full Committee. He
said he was considering raising this with Senator McClellan but wanted to
get Mr. Colby's view and did not want to press him too quickly. I told him
we would check with the Director and get in touch with him.
