(Unclassified - GLC) Judy Spahr, Permanent Subcommittee on Investigations, called and requested copies of the new Chinese Communist Party Constitution and Chou En-lai's speech to the Chinese Communist Party Congress. 14. (Unclassified - GLC) I followed up in earlier conversations with Lou Fisher, Library of Congress, regarding the possibility of open Agency procurement contracts. I told Fisher I had checked with our people and that there were no such contracts. I explained that each day items, such as office supplies, etc., were purchased by us on the basis of payments made for these items to GSA. Matters of classified material, of course, were not the subject of open procurement.
