Y. ), a suggested reply to a letter from a constituent who questioned Senator Javit's vote confirming the nomination of Mr. Colby. The constituent was concerned as to Mr. Colby's role in the pacification program in Vietnam, which the constituent alleged was a program of torture and imprisonment. Blakey felt that the suggested reply clearly answered the questions raised by the constituent. 15. the advice o Senator James Buckley J LLM) In response to his call and based upon EUR, referred Bill Schneider, in the office of cke r, of the Department of State, for information on constituents. 16. LLM) Gary Vaughn, in the office of Representative Michael Harrington (D. , Mass.), called and asked if Mr. Colby had, as had Jack Kubisch, Bureau of Inter-American Affairs (State), an unclassified prepared statement for his recent briefing of the Inter-American Affairs Subcommittee. I told Vaughn that Mr. Colby's briefing was classified, and it was rot our policy to have unclassified prepared statements.
