STATSPEC 8. Met with Marian Czarnecki, Chief of Staff,
STATSPECHouse ForeigAffairs committee, and gave him a copy of th
TASS report of the CIA testimony on Chile. Czarnecki told
me that t. e Chairman is again out of town and he had not had time to
return Mr. Colby's call before he left the city. Although a meeting
between Dr. Morgan, Representative Mailliard, and Representative
Fascell with Representative Harrington is intended, Harrington has been
out of the city and it was not possible for the meeting to take place prior
to Harrington's departure from the country for Chile last night. He has
been out of the city since sometime last week. Chairman Morgan can-
celled Mike Finley's travel to Chile with Harrington. I also discussed
with Czarnecki in some detail other possible areas that had occurred to
him on, the subject of release of the transcript to the press.

9.1 I Called Chairman Lucien Nedzi, Intelligence
Subcommittee, House Armed ervices Committee, in response to his earlier
call inquiring about the basis for the U. S. "alert. " I told him there had been
some activity on the part of Soviet military elements which had caused some
concern but there might well be other information of a diplomatic nature with
which I was not familiar which could also be a factor. I suggested he might
get a more up to date and complete rundown on the military situation from
the Defense Department.

Services Committee, and filled him in on the "Soviet alert" mentioned in
Dr. Kissinger's statement.
