Affairs Subcommittee staff, House Foreign Affairs Committee, and received
from him the name of the Miami attorney who had contacted Chairman Fascell
concerning a possible source of information relating to a Chinese nuclear
project in Venezuela. The name was relayed to

11. (Confidential - JGO) Met with Milly Cohen, Administrative
Assistant to Representative William Moorhead (D. , Pa.) and received from
her a copy of the proposed bill being circulated by Representative Edward I.
Koch (D. , N. Y.) among his colleagues in the House. Representative Koch
is seeking cosponsors and support for legislation to amend the National
Security Act of 1947 to prohibit the Central Intelligence Agency from providing
training or other assistance in support of State or other local law enforcement
activities.
12. (Internal Use Only - JGO) Met with Herb Roback, Staff Director,
Legislation and Military Operations Subcommittee, House Committee on
Government Operations, and discussed with him the information received
from the New York City Police Department that it was a police official and
not a representative of the Ford Foundation who made the recommendation
that the Agency be contacted for training assistance. Roback requested that
a copy of whatever response is made to Koch be furnished to the Committee at
the earliest possible moment.
13. (Internal Use Only - PLC) Discussed with Sheila Crowley, in
the office of Senator Bob Packwood (R. , Oreg. ), a suggested reply to a letter
firm a otisfit mt vii expressed concern to allegations that CIA had engaged in
the trafficking of opium in Southeast Asia.
