Release of OSS Papers to Mr. Robert M.
Blum
1. This memorandum contains a recommendation for your
approval. The recommendation is contained in paragraph 4.
2. Mr. Robert Blum, staff member of Senator Fulbright' s
committee, has requested the release ,fir certain OSS documents
dealing with OSS missions to
He has requested declassification and authori-
zation to publish these selected documents.
3. The documents are contained in the three folders being
forwarded concurrently with this memorandum. ISD/SSU has
reviewed them and made name traces on all identifiable personnel.
Subsequent reviews were made by Messrs.

and the undersigned. Attachment A lists all the names
for which we have records. In accordance with your expressed
desires, this list was screened to avoid blanket elimination of all
names. A small listing of names contained in Attachment B is
recommended for excision. These are individuals who were
sources for OSS or other intelligence organizations, who have
subsequently served as sources, or who are employees of the
Central Intelligence Agency. In addition, it is recommended that

elected by Mr. Blum. If the decision is made to re ease
the items in question, the specified deletions would be made,
appropriate declassifications executed, and clean reproductions
provided to Mr. Blum.

 4. It is recommended that the selected papers be released
to Mr. Blum subject to the following actions:
a. Removal of all classification and external routing
markings.
b. Deletion of all source lines and distribution ladders.
c. Deletion of the names contained in Attachment B
wherever such names occur.
