Met with Mike Finley, Inter-American Affairs Subcommittee staff, who lined outthe following topics for consideration for the informal briefing on 14 March. a. The role of Cuba in the export of revolution in South America and to African countries. b. Black power movement in the Caribbean (if in fact there is one that is cohesive). c. Insurgent groups elsewhere, other than those tied with the Cuban movement. STATINTL e. Political problems with Panama and Chile. f. If warranted, our opinion on the present Equadorian and Peruvian fishing rights question. Such treatment of Soviet activities overall, as is warranted. i. Chinese activities- -Guyana aluminum. j. Although we may not have useful information at the present on Brazilian involvement in torture, the Committee has some indications that the military have thought out the use of torture in some detail. 2. Finley agreed that we would forget the drug question at this time and if any question is raised, we will note that the point was discussed at the staff level and it was agreed that there would be a separate meeting on the subject if desired by the Chairman. 3. The meeting will be informal, without transcript, and if the briefer desires, he may request the Chairman's indulgence to proceed through the topics to be covered (allowing questions if he likes) but suggesting that for the most part questions be held until the briefing is completed.
