Committee staff, called. He said Senator Stennis will be on "Face the Nation"
this Sunday and he was preparing some backup material for the Senator. He
was particularly interested in our advice of how to handle the Chile situation.
He wanted to know if the Chairman could say the Agency has informed him that t
had no involvement in the military coup and I told him he could certainly do thi .
With regard to whether the coup was anticipated, I told him that Ed Braswell,
Chief Counsel of the Committee, was informed regarding our reporting on this
subject and we felt it had been good. As far as the Senator's comments
are concerned, I suggested that he say that the situation had been building up ,.
for a long time and there had been reports of a possible coup over the months. 1
I suggested, however, that the Senator avoid the use of the word "surprise" in
either a positive or negative sense since this almost seemed to have specific
intelli ence connotation. We a-1-s- 6- discussed ways in which the Senator might
handle proposals o disclosing intelligence budget figures and the question of
the lack of CIA Subcommittee hearings for a considerable period of time prior
to Senator Symington's scheduling of a meeting during Stennis' hospitalization.
I also recommended that Stennis avoid any references to Agency involvement
in the break in of Ellsberg's psychiatrist's office. (I cited the unfortunate
reports of Stennis' remarks on this subject at his first press conference following
his release from the hospital.)
6. PLC) Called the office of Captain Hopkins, DOD,
Chairman of the working group preparing Administration proposal to establish
uniform policies and procedures for Government procurement, and secured
an extension to Wednesday, 19 September, for the submission of Agency's
comments to the latest draft bill. OGC was advised.
