Approved For Release 2006/09/25 : CIA-RDP75B0038OR000100050017-2 PT3_/317/ CIA ACADEMIC TRAINING PROGRAM FY 1969 through 1973 Under Title 5, U. S. Code, Chapter 41, and pertinent internal regulations, CIA administers an external academic training program under which employees are sponsored for part-time and full-time academic training. Funding is decentralized to the sponsoring component. In the past five fiscal years, part-time training was centered in schools and universities in the Washington area, with a small number of employees sponsored at academic institutions in their place of assignment outside Washington. In almost all cases, the training was pursued out of hours on the employees' own time. Full-time trainees attended both local schools and schools outside the Washington area, e.g., University of Virginia, Harvard University, University of Wisconsin, Purdue University, Stanford University, and others. This academic study represented a wide range of disciplines, e.g., Business Administration, Cartography, Computer Science, Economics, Electrical Engineering, Library Science, Mathematics, Photogrammetry, Physics, et cetera. The Agency reimburses for full tuition, registration and matriculation fees, and lab fees in part-time sponsorship, but not for books and supplies. In full-time training, the above items, plus books and supplies, relocation costs and salary are covered. Each sponsored trainee must meet University standards re grade received, and completions are closely monitored. Execution of a Continued Service (Training) Agreement is required by the Agency, for full-time training of a semester or more. A three-for-one service requirement is the policy herein. To qualify for part-time sponsorship an employee must have completed one year of continuous service in the Federal Government. Guidelines for sponsorship are quite liberal, with courses applicable to the present or projected job assignment and considered in general to be career enhancing. Full-time sponsorship, however, is highly competitive and generated by the component rather than the individual. These cases receive a very thorough screening, with final approval located at the Deputy Director level.
