Today Mr. Bruce Clarke, D/OSR, and I attended the above meeting at 1600 hours in the Situation Room in the White House. The meeting was chaired by Clark MacGregor and participants included the following: White House General Al Haig Tom Korologos Richard Cook Colonel Richard Kennedy John Lehman Lt. Col. Jack M. Merritt Helmut (Hal) Sonnenfeldt State Marshall Wright Charles Brower Defense Rady Johnson George Dalferes ACDA Spurgeon Keeny 2. MacGregor opened the meeting by making the following points: a. All testimony regarding verification will be cleared with the Verification Panel. c. The package containing the text of the agreement and supporting material including the statement of understanding will be delivered to the Congress on 13 June. d. While it had been hoped that the Armed Services Committees could have exercised jurisdiction over at least some aspects of congressional action regarding SALT, this has proved impossible and jurisdiction will be exercised by the Foreign Relations and Foreign Affairs Committees. e. However, the Joint Committee on Atomic Energy will probably sit in on Senator Foreign Relations Committee hearings on the subject. Senate Armed Services plans hearings after the Domocratic Convention. f. The Foreign Relations Committee tentatively plans to schedule Rogers, Laird, Jerry Smith, and Moorer as Adminis- tration witnesses the latter part of this week. They probably will then call Johnny Foster, Helms and Schlesinger next week-- may be as early as Monday. g. It was indicated that most of these hearings would be open, but we emphasized that any testimony by Mr. Helms would have to be in closed session. h. General Haig is preparing a "scope sheet" to guide the testimony of each of the Administration witnesses. i. All testimony must be submitted to the Verification Panel 24 hours before delivery. This means that if we are to observe the "24-hour rule" for providing advance copies to the Committee, this clearance must be 48 hours before the witness actually appears. j. The Administration is relying almost exclusively on Senators Stennis and Scott to carry the ball on the Senate side. MacGregor describes Stennis' attitude as excellent. Each witness will be provided with an agreed fact sheet containing all the relevant numbers regarding warheads, submarine missile tubes, etc. to insure against any apparent inconsistencies. 1. Congressional relations officers from the various departments will monitor the testimony of their witnesses and keep MacGregor's office informed of any flaps or difficulties that arise. /JOHN M.
