SUBJECT: FY 1975 Program Bulletin No. 3
1. In our meeting on 8 January, we outlined the steps necessary to
develop this year's Program. The first of these was the submission to
the DCI of the DD/S&T Directorate Objectives. This wc.s accomplished on
15 January, and the DCI is scheduled to grant or deny his approval by
1 Feba uary.
2. In order to give you as much of a head start as possible, we
are fors ;arding with this Bulletin the DCI and DD/S&T Objectives which
have a bearing on your function. In sending these to you, we must make
two things clear:
a. The DD Objectives are tentative, subject to DCI.approval.
First reactions have been favorable, but we won't have final
approval or changes for 10 days to two weeks.
b. You are not limited to Objectives that modify or adhere
to those of the DD/S&T. You may have others which you consider
of importance that are not covered by those we are forwarding.
3. We advise you, when making up your office Objectives, to exercise
restraint in the number of Objectives you create and the level of detail
to which you descend. As we stated in our 8 January meeting, the positions

and funding associated with your Objectives does not have to equate to
the totals for your office; hence, it is not necessary to cover every
facet of your operation in your Objectives. Your current Objectives
should be aimed at the FY 1975 timeframe and should be commensurate
with what you hope to attain during the target year.
4. By this time your Budget Officer should have the Mark figure
for FY 73 and FY 74. He,has a deadline of 24 January to submit his
changes to OCS for the ABCS. This will bring this document into agree-
ment with the Mark and give you a starting point for the Program. By
29 January OCS is to furnish your office an ABCS printout reflecting
your changes and leaving FY 75 blank. Any corrections to this printout
will be due in OCS by 31 January. FY 75 will be submitted to ARCS sub-
sequent to that time. Because of the indefinite timing of a final
Program ABCS run, we will need your FY 75 numbers with your draft sub-
mission,using the form furnished you in your Forms Booklet.

1. Make certain that OCS successfully operates essential central DDS&T OCS
ADP facilities to accommodateency requirements.
2. On behalf of the D/NRO, verify that OSA provides the DD/S&T OSA
availability of a Quick Reaction Aerial Reconnaissance
Capability in support of U.S. requirements.
3. Assure tha is-maintained and kept available as DD/S&T OSA
a secure deve oilmen al and testing facility for projects
which are sight sensitive.
