24 July 1963
1. As per your memorandum of 23 July, I discussed this
subject with General Carter at the 9 o'clock meeting on 24 July,
Mr. McCone not being present. General Carter remembered
the requirement of the Secretary of Defense to do a study on a
standard U. S. U-2 configuration and wanted to know how this
study fitted in with our proposal to recall the J-75 U-Z's from
25X1 SAC. I informed him that Steakley felt personally that things
I Iwere quiet enough to warrant this. The General did not
make a decision but wants this converted to a staff paper for him,
which includes staff coordination with DOD. The degree of this
coordination was not specified. Please accomplish'.-I-think they
are agreeable, however, to returning all our birds t
if we can get our "ducks" in line.
2. Pending completion of this study, we will have to return
the third U-2 to SAC and I have informed Col. Steakley that we will
do so.
