MEMORANDUM FOR: Director of Central Intelligence
SUBJECT : JRC Reconnaissance Schedule for November 1969
1. This..memorand.um provides background information for use
in 303 Committee consideration of the. November JRC schedule. 'Req-
ommendations in.paragraph 9 below cover the JRC airborne and sea-
borne programs and the Supplements on Special Overflights and the
Forecast on NRP Activities.
2. The number of aircraft missions proposed. for November shows
a decrease for November (595 vice 746 for October) accounted. for
primarily by a decline. in the number of "ocean surveillance air patrol"
missions scheduled in the Mediterranean (37 vice 165). Otherwise,
there is no significant change in the pattern of the missions, tracks,
and areas of operations, worldwide.
3. Restrictions on flights in the Far Ta A) and in the
Mediterranean Sea (Tab B) remain in effect. East

6. The Special Overflight Supplement (Tab D) again proposes
four drone missions over South China. One SR-71 flight over North
Korea is proposed.. These missions could. provide a broad. update of
our holdings on these areas.
7. The NRP Forecast (Tab E) carries the scheduled. launch of one
photo-satellite (KH-4 Mission 1108). The usual number of SAC U-2,
0.rone, SR-7l, and. IDEALIST/TACKLE missions are also listed..
8. There are no "non-reconnaissance" operations scheduled in
the book for November (Tab F).

9. We are..not.aware_of any circumstances which might cause ab- 25X1
normal reactions to..or counter-measures against the missions
that
