MEMORANDUM FOR THE RECORD
SUBJECT: IDEALIST Paper far Presentation to the 4) Committee
1. In a discussion with Carl Duckett on this date, he explained
the origin of the need for this paper as being an outgrowth of a
discussion between Colonel White and Mr. Helms relative to the position
which Mr. Helms should take on a continuation of the IDEALIST program.
In response to Colonel White. prodding for a position, Mr. Helms
responded, "have the guys get a paper together and we'll go back to the
40 Committee".
L-. Mr. Duckett directed that the paper be formated in the
regular 40 Committee format but that it contain "no" recommendation.
It should be an objective paper of the capabilities of the project and
include something relative to the approval by the President as a contingency
capability as well as its political importance in relation to the lI 25X1
When completed it should be coordinated by OS,A with the organize ions
listed in Colonel White's original memo.
3. The paper will go in draft form to Dr. Steininger with a
request from Mr. Duckett that he take it to Colonel White for the following
decisions:
a. Should the paper contain a recommendation as to
the continuation of the U-4 program'
b. Should the document originate with Carl Duckett,
as has previously been the case, or should it originate?
