1. This memorandum contains a recommendation for your
approval. Such recommendation is contained in paragraph 4.
2. The Options proposed for U=2R use in the referent
memorandum do not provide for maximum operational flexibility and
do not allow a realistic operational response to crisis situations.
3. In the attachment for the Director's signature, we have
outlined an additional Option which will provide for a crisis-response
capability and also fulfill the intelligence collection tasking of Option
III.
4. We recommend you forward the attached memorandum for
the Director's signature.
