Later in the meeting during the. discussion of budget allocations it was also agreed to have presented at that same time a status review on the TAGBOARD as requested by Mr. Helms. Briefing on SR-71 Colonel Saunders, at the request of the DNRO, briefed the Committee on the status of the SR-71. The conclusion of Colonel Saunders was that the SR-71 will be operationally ready by December 1, 1967, for Ka.dena. deployment. He said that Category 2 testing had been completed and that Cate- gory 3 testing will be concluded by October 1. The mission summary will be available to the Fxecutiv He gave special attention to the progress onr re%mmif+ I which will be installed before the end of September in three operationally-ready a.ircraft. 11 25X1 In his discussion of the status of the SR-71, Colonel Saunders indicated items on which improvement efforts are underway but which are not factors bearing upon the operational readiness. Concern was expressed by both Mr.. Helms and Dr. Hornig that an assessment of the operational readiness of the SR-71 be possible before the point of no return is reached in the phase out of the OXCART. It was agreed that October 1 probably represented the latest time when a. final decision relative to a. delay in phase out would have to be made.
