SUBJECT: NSC 104
is NSC 104 is a report to the National Security Council by
the Secretary of State on "U. S. Policies and Programs in the
Economic Field Which May Affect the War Potential of the Soviet
Bloc." Attached to this report are two appendices. The first
appendix, prepared in the Department of State, is entitled
"Vulnerability of the Soviet Bloc to Existing and Tightened
Western Economic Controls." The second appendix, prepared by
the Economic Cooperation Administration, is entitled "Trade of
the Free World With the Soviet Bloc."
2. The NSC document and appendices are not being routed by
this office to your office since extra copies of the State Department
report and the appendices have been made available to the Office
of Collection and Dissemination and are being routed directly to
your office for attention.
