Pursuant to your telephone conversation of September 7, 1952, with
Mr. George W. Cale, the following information is submitted as further
explanation of and justification for our request for supplellental funds
to support the Bureau of Mines contributions to the National Intelligence
Surveys.
In order to provide some of the basic data for incorporation in the
MIS studies it has been necessary to expand and accelerate the operations
of our international Trade Unit. While the name of this unit largely
explains its functions, it should. be pointed out that the requirements of
IS have made necessary reports with considerably more detail and much
more promptness than would be needed in the normal course of operations.
This unit is also concerned with prices of petroleum products in foreign
countries, and in this matter, ao in trade, this MIS work has imposed an
additional load.
While those members of the Bureau's staff who are engaged exclusively
in petroleum studies for I"IS :u fully competent in their field, they
frequently have occasion to consult the technical specialists of the Bureau
who are widely recognized as outstanding authorities in their fields. This
is especially true in the matter of synthetic fuels, an area in which know-
ledge is lh.mited to an extremely small group. Uhile the services rendered
by these technical specialists might be considered a function normally per-
formed by one government agency for another, the demands on their ti.ie have
reached such proportions that some measure of reimbursement seems reasonable.
In addition to the personal services described above, the NIS work
imposes demands on the plant and equipment of the Bureau of Mines that have
been provided for only nominally, if at all, in the regular working funds.

The ris petroleum staff occupy three rather large offices with a full
complement of office machines and equipnt. All of this represents a
substantial investment of Bureau funds.
I hope that the above information will be sufficient to secure a
transfer of funds from CIA to the hweau`of Mines in order that we may have
some compensation for the collateral expenses that are incurred in perforr3ng
i'IS work.
