2. Captured enemy notariel defined.?"Captured enemy materiel"
as used in this directive, consists of any article of equipment adaptable
to nalitary uric taken from an enemy in time of hostilities.

I. Recognising the value of intelligence/ which can be derived from
napharedenemy materiel the Joint Intelligence Committee of the Joint
tChiefe of Staff has approved this directive for the operation of the
Joint Materiel Intelligence Agency. ?
4. Technical exploitation imita.?All echelons hi the military
=structure are concerned with the exploitation tif intelligence from
maptumed enemy materiel. Field teams exploit information of imme-
diate operational significance; theater joint intelligence centers
coordinate theater activities in the exploitation of enemy equipment;
MIA functions at the department level and provides a coordinating
point for interdepartmental requirements.
& Docasmata?Opersting instructions, nameplates, and blue-
prints which pertain to the etmetruction and operation of captured
venni aquipluesit, and which are abterinet at the point of capture-of
etre material, will normally be tagged and attached to the appropriate
item of equipment. At the *whoa opportunity, pick documents will
he reproduced, appropriate notations madoreapecting the item uptin

4. Requests for 'captured enemy materiel.-- i. Service ageut. ie.,
will submit recpieFts and priorities for items of captured enemy
materie' which are of primary interest to their individnal Service,
direct to Collectiovi snits of that Service. 1?
b. Requests for items of common interest are ceordinated within
each SerViceand as submitted, with desired priority, by that Service
direct to J MIA. These requirements are evaluated and Priorities are
weighed by MIA which %egret& theft to appropriabetollection
agencies.

and the schedule for the exploitation thereof.

c. Insure that close liaison is maintained between JMIA and the
various ZI intelligence exploitation agencies of the Armed Services as
well as CIA so that-- ?
( l) Unnecessary duplication of expkutation effort may be
avoided.
(2) Technical exploitation may be coordinated and facilitated,
and
(8) Prompt dissemination .of resulting technical intelligence to
appropriate agencies may be made.
4. Outside the ZI, maintain appropriate continuous liaison with
technical intelligence agencies both of friendly nations and in theaters
of operations in order to insure--
(1) Fulfillment of *technical intelligence requirements of such
ageneies, and ? '

Intelligesee Committee and an Adviserto the Director who will lupin-
emit the interests of the CIA, Department of State, and AEC and who
shall be nominated by the CIA. The Departments of the Army, the
Air Fens, sad Navy shall rotate in that order in nominating officers
for deMinstion as Director and Deputy Director. The tour of duty
and the grade of the officers serving in them positions are as proscribed
by the JIC.
b. Additional military and civilian personnel necessary to imple-
ment its Designed functions as approved by JIC.
11. Handling instructions.?The Director of JMIA will prepare

the technical intelligence program directives on procedures for the
identification, packing, storage., and skipping of captured enemy
materiel and such other matters of conceni to JMIA. In the prepa-
ration of such directives, the Director will (*Sault with other Govern-
ment agencies and, under prevailing policy, with agencies of friendly
nations that also ham cognisance of captured. ensm3t inatitrial with a
view toward establishing standardised preseditreL
12. Diseemination.?The responsibility isr the full and adequate
dimemination of captured materiel intelligence informaticareista with
the agency examining and anslysing the niatdriet. The insurance of
the appropriate, timely diseensination of information pertaining to .
captured matiriel by exploiting and evaluating agencies is one of the
prime responsibilities of JMIA.
1$. Lialeen.--JMIA is directly responsible only for than items of
captured enemy materiel which .come under United States military
jurisdiction. However, JMIA will maintain effective liaison under
prevailing policy, with agencies of friendly nations which also have
cognizance of enemy maticiel.
